環(huán)保部要求，對地方黨委、政府和有關(guān)部門大氣污染防治責(zé)任落實(shí)情況開展"系統(tǒng)化"督查("systematic" inspections)，始終保持高壓(high pressure)態(tài)勢；要保證督查質(zhì)量，對存在環(huán)境違法問題的企業(yè)(單位)絕不姑息(zero tolerance)，依法予以處罰。
